Capcom's oddly supportive of the Play Anywhere program; Resident Evil 7 was on it, too. For some reason Dead Rising 4 wasn't, and it caused me to end up purchasing the game twice. I have regrets.I can say that MvCi didn't have cross play between the Windows Store and Steam, though that wasn't published by Microsoft. Hard to say. It got a surprise "play anywhere" addition so I could play my Xbox version with a couple PC friends, but then it turned out we couldn't because the Steam version is a separate version.
Cross play is also spotty and inconsistent. Gears of War 4 has cross play between console and PC, but only for co-op modes, which makes sense. But then for other games, like Halo Wars 1 and 2, there is none.
Master Chief Collection is probably the highest-profile game they've added, so hopefully that means they take these things more seriously, but I'm not holding my breath. Very excited, but my heart has some grave concerns.
