Changed my list around; my tastes have changed a bit, and I realized that the rules say newcomers only.It's in my sig, but I'll post my reasoning (the ordering's a little different, but w/e):
1. Dixie Kong - My most wanted since Brawl, especially after Diddy was added. DKC2 was a major part of my childhood, and Dixie was my favorite of the two playable Kongs. I loved how useful her helicopter spin was, and I loved her overall attitude. I remember when the Forbidden 7 were discovered, and I heard rumors about them either being added via a "Super Smash Bros. Channel" or the North American localization; I was very disappointed when it was eventually revealed that they were just cut characters (it also didn't help that Mewtwo and Roy were among my top 3 favorites in Melee). Tropical Freeze somewhat satisfied my want to play as her again, but now I want her in Smash more than ever.
2. King K. Rool - He's an iconic villain to long-time Nintendo veterans, and his Kaptain appearance remains among my all-time favorite villain designs. I would love to see him with a crazy moveset that reflects how unstable and yet intimidating he is. Also, blunderbuss. Lots and lots of blunderbuss. Give me a Kaptain alt, and I will go to town.
3. Wolf - One of my secondaries in Brawl, and my favorite of the Star Fox trio. I loved his characterization in Assault; he was an anti-hero who, despite being rivals with Fox, could put aside his differences in order to fight a bigger threat. He was easily the worst cut from Smash 4 for me.
4. Hades - KI over-representation be damned. Uprising introduced a lot of memorable and fun characters imo, and Hades was easily one of the high points for me. His banter with Pit, Palutena, and Viridi led to some of the best moments in the game; I wanted him to keep talking, even as I was taking him down. Easily the most glaring omission from Smash 4 and the Palutena's Guidance conversations was his glorious presence. Like most Uprising characters, he could easily have an interesting moveset, so I won't go into detail.
5. Krystal - One of my favorite characters in Assault, and I would love to see her with an original moveset using her staff. I could easily see her being fun to play as.
6. Mimikyu - Easily my favorite Gen VII Pokemon, and I could see a really fun moveset that represents the Ghost and Fairy types well.
7. Plague Knight - Won't happen, but he's my favorite character from the SK universe. Plague of Shadows was some of the most fun I've had in a 2D platformer besides DKC and old-school Mario, and Plague Knight could easily have an interesting moveset.
8. Pauline - I've really grown to like her since she got promoted for Odyssey. As a musician who loves playing jazz and swing, I can appreciate her new aesthetic and her status as one of the building blocks for Nintendo as a gaming company. She's got the long-time history and she could represent Odyssey as well, like Rosalina did for Galaxy.
9. Shantae - Could have an interesting moveset with her transformations, and I really liked Pirate's Curse. I think she's a cool character and would feel right at home in this game.
10. Sans - Never really played UT, but I've at least been on the internet enough to know who this guy is. I think he's got a fun personality and would be certainly unique to say the least. Plus, he'd bring Megalovania with him, so that's a plus in my book.

4. Skull Kid - Majora's Mask is by far my favorite Zelda game, and he was a blast to play in HW (laser face for days). I would love to see him get in, especially if he came with a Clock Town stage.
