It's very comparable to Brawl in my experience so far. Most games are somewhat smooth but the latency is definitely there and impacts matches in a negative manner. Performing air dodges and spot dodges in response to very fast moves online makes the latency highly noticeable.
People buffering moves have a huge advantage over the people that have to try and react. Example: Lucario rolling behind a character and doing an uptilt immediately after the roll. The Luc player can input that utilt before the roll ends so it comes out instantly after the roll while the opposing player is trying to grab or jab or whatever to punish the roll. The delay between the time the opposing player presses buttons to punish the roll and when the move comes out is just about always too high to possibly be able to punish the roll so you get uptilted. If not for the input delay you would usually be able to just grab someone at the end of their roll before they could do anything else.
The fact that everyone rolls so fast in this version of the game makes even small amounts of latency truly alter the way the game is played.(rolls are far harder to punish online than in local play)
Additionally, a lot of people who do not notice the latency are not good enough to do so yet.
