If anything I think that just means Microsoft bought the ad rights for the game. I doubt they would be shown to Xbox fans first if Xbox didn’t pay money. Especially when it’s coming to game pass. My guess is Nintendo wanted to publish it originally but something happened and they dropped it. Microsoft came in for an easy W
