Set a reasonable limiter for yourself. It depends on the initial idea but I’m currently trying to limit myself to 50

Most things I create rosters for definitely don't need that many characters in the first place. Jump is the only thing I'd do a roster for that would come close to those numbers.

Figure out what should take priority in your roster, then fill out the more supplemental as you go on

I always limit myself to the 20 or 30 essential characters and then make another list for dlc

Another thing you can do is, if it's a crossover roster, set a maximum number of characters each series can have. On my newest crossover roster, I have 50 characters, and no series has more than four characters.

I actually have a rule like that too.
I still ended up with a PlayStation All-Stars 2 roster with 88 base game characters and 22 DLC characters. Though 6 of them are echo fighters.

Hopefully the next movie of this year proves to be a lot better.

Just note the * symbol means the character is a Shadow Brawler (my equivalent to Echo Fighters) and because of Sony's current stance on Spider-Man I was not as strict on the "originally a game character" rule so please don't just automatically cut the few they are there for that reason. I ended up making 11 cuts, actually. Sorry, but it was necessary. If you wanna give the list a look through to see who I’d get rid of, I crossed out the names.

Most of the ones I got rid of were the ones I found too redundant. I really can’t make ten whole cuts
But I did anyway for the Amogus gag.

Too bad a fighting game roster with 104 characters and 6 Echo Fighters is still pretty unfeasible.... maybe if I moved more of them to the DLC collum it would be more realistically develop-able?
