It’s mostly outside presence in other media, thinking of overall importance, and weighing a bunch of that together. It’s arguable, but I may say Samus is slightly more important than Kirby, if not as popular, being that she was an early big female protagonist. But you can honestly flip a coin there. Legend of Zelda feels like the Batman to Mario’s Superman, sort of. They were the big pair of the NES and likely onwards. Pokémon doesn’t really need an explanation for how massive it is, and Animal Crossing is pretty near close. Captain N is a cartoon character whose show crosses over a bunch of NES games, so it’s somewhat on the same lines of me including Segata.
