You forgot about Ganondorf turned into Falcondorf and then (the worst part about that) into Falcondork. And EVERY SINGLE CLONE WHO IS NOT LUIGI because what else he can do and his brother can`t COUNTS AS A BADLY DESIGNED CHARACTER NO MATTER HOW GOOD ORIGINAL CHARACTER IS. They may have different animatons and attributes for attacks, but they still have very similar moveset and are pointless. At least since Brawl, there is less obvious clones...except for Lucas. And LAHNDMASTAR. But THE worst clone is Pichu of course. It is even worse that original character (Pikachu). So, Charizard is not even close to them.
I said Charizard is one of the worst, not THE worst. His moves are somewhat disjointed, his moves and skillset don't quite work, and his playstyle is all over the place without any basis. He doesn't have enough fire moves.
Ganondorf was pretty cool in Melee and he wasn't as bad as people think he was in Brawl. Plus his moveset was borrowed from Captain Falcon, one of the most exciting and best made characters.
Toon Link had like no issues, lol. The only problem is that he was better than Link at everything, and that Link is irrelevant. The same is true with Roy being a all-around weaker version of Marth in Melee.
Falco is Smash 64 Fox, and along with Fox and Pikachu, is 1 of the 3 best most well designed characters in smash.
Here's the thing about those issues with the characters I listed and Charizard's issues: they can all be fixed in Smash 4, easily. And even if they aren't, patches exist.
If Ridley gets in, and he has issues, he can be fixed (and hopefully he is).
