Whats your college major? Secondary Chemistry Education.
Whats the best for a newby player, to learn every tech of the character or to just practice his reflexes until he performs better? Practice until he performs better. There is no point in learning useless techs if you can't apply them. I'd say to learn Dacus and glide toss and then just practice. Those AT's are the only ones that seem universal that people should learn. When you get better I would say to learn b-reversals and jump cancel stuff.
How do you start implementing in your gameplay a new AT, supposing it has a hard or precise input? Consistent practice to get down the AT first. Then play and find out when it is best to use and not use. Overtime you should be able to tell when you shouldn't use it and should. Example: It took me a bit of time to learn ground b-reversal, but now I can do it 99% of the time. Overtime I learned it is best used from a distance.
I also learned the usefullness of run off and then back on blaster when being chased by like
spindash or
dash grab.
Whats your favorite region to watch smash? Whichever one is the most interesting. I go where the streams have the most viewers.

's because everyones style is unique. The same
isn't always the best showcase of a matchup or tournament set. Multiple points of view is good.
