Could you be implying that fan requests are not a legitimate reason to add a character? Despite Sakurai having said as much?

To answer your question, he's also got 18 years of series main villainy, hellishly great moveset potential, and the same number of Sakurai journal mentions as Mega Man and Villager pre-Brawl. There's also that none of the common "counterpoints" against the guy hold any water.
