Ram overheard all and once out, tells Subaru that only a fraction of people in the Sanctuary want to be free, another group of conservatives are against the idea, wanting to keep interaction of outsiders at minimal-

He then asks what Frederica thinks of this, he says "she didn't tell you a damn thing?!" and Subaru says she told him she couldn't explain due to an oath, and it's evident that despite being siblings they are not close-

Roswaal makes it clear he's still going to do be Emilia's benefactor in the Royal Selection just like him, so in a way they are partners in crime, but Subaru doesn't understands the way he says things, saying it's contradicting. Roswaal says "is that so~?"-
