I feel like Robin and Byleth would definitely be the highest tier. They're the army's tacticians and would likely keep on top of that stuff.

I think with the way it was said and the fact that they showed the Arms fighters makes it a bit obvious to me. I'd be very, very surprised if we don't get a Hero situation.

True enough. I like Spring Man's design quite a bit. So either way I'd be happy. But I think ARMS is both gimmicky AND simple enough to focus on the core mechanics of stretchy limbs and changeable gloves to mix together to make a moveset. Which if they handle it in that manner could be done like Hero.

Though that really depends on whether or not the character will use their own gimmicks or not.

She's definitely not of legal age though.

Mostly, though there are exceptions.

As Opossum said, Red and Blue are stated to be 11 thanks to the manual, Leaf would probably be the same age.

Brendan and May are stated to be 12 thanks to a news report in ORAS.

Hilbert and Hilda are stated to be 14 in BW in an interview, making them 16 in B2W2.

Finally, Elios and Selene are stated to be 10 in the game of Sun and Moon (don't remember USUM, but I assume it's the same).

The others don't have confirmed ages, but you could potentially make a good guess by comparing them to the others.
