I feel like Heicachi won't be in since they retired the character after the VA died.

That was the main reason new Codecs weren't put in, since the Colonel's VA died.

Smash tends to only choose the main characters only for third parties

Now I realize that Jeritza isn't just some random guy, but is connected to a Blue Lions member as well. This really seems to be a common theme for sure with this route, it's just too bad they don't delve deeply into these connections. It's definitely because everyone is designed to be expendable to the plot for Classic Mode (which, while a feature synonymous with the series, in my opinion really holds it back narratively). All the same, I find these connections to be nice since otherwise we don't really get any meaningful interactions with the baddies--one of this game's weaker aspects.

The stuff with Milan and Lonato gets explored in supports, but unfortunately the thing with Jeritza is never really talked about outside of a single hard to get paralogue. I'm hoping it will be expanded upon in DLC. Also, I think you'll be surprised by how much the side characters talk in story segments, no one's super important or anything but it doesn't really feel like anyone gets sidelined.
