Captain of the Europan Militia, Eleanor Varrot was once in the same squad as Largo Potter during the first Europan war as a sniper and was quickly promoted due to her competency, bravery and talent. She's usually a very level headed and fair leader, Eleanor's personality will flip when she hears about her sworn enemy, who captured, tortured and killer the man she loved during the EW1 and seeks out revenge on him. Largo has always watched over her, having harboured feelings for her for a long time but between revenge on her lover's killer and organising the militia, Captain Varrot has seemingly not noticed.

A former bar singer, nicknamed 'Rosie' by the patrons that would come to hear her voice. Rosie's family were killed during an Imperial Army Duscan hunt, being caught in the crossfire. Rosie has held resentment towards both the Imperials and the Duscans ever since, and comes off as extremely prejudice against the Duscans. Through her interactions with Welkin Gunther's adoptive sister, Isara, she's slowly getting over her prejudices.

Zaka was forced into an Imperial work camp alongside his fellow Darcsens where he was forced to mine dangerous ragnite under brutal conditions. Despite being a pacifist, Zaka's impressive engineering and mechanical know how allowed him to create and maintain his own tank, the Shamrock and he was instrumental in helping Welkin in the Fouzen raid. Zaka also rejects the idea of revenge, believing it to only perpetuate the cycle of death. He longs for the day when Darcsens will be accepted by all people.

A trio of Squad 7 members from a far off land. Vyse and Aika seem to be incredibly close having gone on many adventures across the globe together, and are often hanging out with the Squad 7 medic Fina and her triplet sisters Mina and Gina. Vyse is known to tell tales about the sky and for his unusual quirk of getting more excited when the odds are stacked against him, causing him to sometimes be reckless. Aika is a bright and cheery girl who can't help but stick her nose into Vyse's business and also seems to get more competent when backed into a corner. After the war they plan to sail to a distant land and go on more adventures together.

A prince born between the king and his concubine, Maximilian's mother was assassinated when he was a young boy due to this scandal. Vowing to seek revenge, Maximilian set out to seek out power. Discovering texts about the Valkyrur he seeked out the young Selvaria Bles who was being held at an Imperial Valkyria Research Facility, and pulled the strings so she recieved the best food and education possible. Selvaria see's him as her beloved prince who loves her and rescued her from her torture, but Maximilian only see's her as a useful pawn and weapon to use against the Empire that murdered his mother.

'Invincible' Raz is a hot headed Darcsen and the best friend of Claude Wallace. Whilst the two didn't always see eye to eye growing up, Raz's aggression managed to knock some sense into Claude and helped him get past his PTSD. Raz may be violent, arrogant, quick tempered and crude but he also would do anything for his friends. He's harboured a crush on "Kai" Schulen for a long time, but oftens hides his true feelings behind questionable harrassment of her that ends with him losing a fist fight to her. Raz truly believes himself to be invincible and doesn't fear death in the slightest.
- Riley Miller

A childhood friend of Claude Wallace, Riley's parents ran the Miller Company, that developed ragnite as an energy source. When they were younger a fire started in the company which her family perished in. Claude, too scared to go into the flames held Riley back, and she blamed him for her not being able to save anyone as a result. She left for Vinland where she studied ragnite compression, inventing a ragnite grenade launcher that could be operated by one person. When the second Europan War broke out she joined the Edinburgh Army as a science officer reconnecting with Claude, Raz and Kai for the first time in ten years. Claude has been trying since to show her how he's changed for the better.

A hot shot Imperial Army tank commander, Klaus is a bold and charming man who just so happens to be fighting for the Imperials. Obsessed with finding his true soul mate on the battle field, he constantly hounded Squad E, seeing Claude Wallace's tank as his tank's potential match. Klaus Walz eventually joined X-0, an experimental weapons team. He instantly became fond of the beautiful Crymaria Levin and was the first person besides Selvaria to ever treat the powerful but unstable Valkyrur as a human being rather than a weapon, causing her to eventually warm up to his charm.

Also known as the God of Death, Brunhilde holds a special power known as a 'galdr'. Her galdr allows her to kill people simply who hear her singing. She is used by the Ruz empire as their secret weapon and carries a gigantic scythe, a dark hood and a death mask as befitting someone with the mantle of 'Grim Reaper'.
- Princess Ophelia Augusta af Jutland

The determined princess of Jutland. Ophelia has joined an Anti-Valkyria Unit known as the Vanargand to try and save her country from the invading Ruzhien Empire. She possesses a strong but gentle heart, and is determined to fight alongside the Vanargand to free her people. Ophelia is revealed to have a 'galdr', a special alchemic power, which fortunately is the only power that can neutralise the God of Death Brunhilde's deadly song, healing the wounded and dying through song.
Skies of Arcadia

A grizzled old sailor seeking revenge on Arcwhale Rhaknam who stole his son's life away from him, as well as his crew, right arm and eye. Drachma at first is desperate to rid himself of the Blue Rogues when they are first forced upon his ship, the Little Jack but eventually teams up with Vyse, Aika and Fina in order to exact revenge on Rhaknam. He joins the fight against the Valuan Empire later as thanks for their aid.
- Gilder

A womanising gentleman pirate, Gilder is the kind of pirate who enjoys sailing the skies, fighting the Valuan Empire and women in every port. He has a brotherly relationship with Vyse, although is jealous over him travelling with Aika and Fina whom he declares two of the most beautiful women in all of Arcadia. Whilst having many dates, he has yet to find a true love. Unfortunately for him, a true love has found him in the form of Clara who will endlessly pursue him in his ship, the Claudia. He finds her more terrifying than the Armada.

A pirate captain with a stalker streak, Clara is convinced Gilder is her one true love and pursues him across the skies relentlessly. Despite her obsession she is a very amicable and generous person who always tries to help those in need, leading Aika to refer to her as "the nicest stalker I've ever met". Clara's crew consists entirely of adolescent girls and young women who much like Clara, wish to seek their true love across the skies of Arcadia.
- Belle

Clara's gunner, Belle is enthusiastic and eager to please if not clumsy and absent minded. As a result she's a bit of a danger to be around since as a gunner she has access to the gunpowder and cannons. Clara gave Belle instructions to join Vyse's crew in order to become a better gunner. By the end of their adventure together Belle had learnt the following about cannons: cannonballs come out of the cannons really fast.
Streets of Rage Capsule Toys
- Mona and Lisa

Otherwise known as Onihime and Yasha, this pair of acrobatic twins are high ranking Syndicate members. Despite their relatively slender frames, they are amongst the most deadly of Mr. X's assassins, pulling off attacks in tandem to take down their foes. In Streets of Rage 1 they looked identical to Blaze Fielding leading to rumours they were Blaze's sisters, but starting from Streets of Rage 3 onwards they have a far different appearance.
- Ash

A high ranking Syndicate member, Ash drives a motorboat alongside South Pier. A Japanese exclusive, he was cut from the Western version of the game, being replaced by Shiva in the boat. Ash was planned to be a playable character after you defeated him, switching sides. Despite being cut, he does appear on a poster in Nora's headquarters in Streets of Rage 4.
- Bruce

This cruel clown like Syndicate member would appear alongside Roo, mercilessly whipping the boxing kangaroo into doing his bidding in Streets of Rage 3. Fortunately for Roo, Axel and Blaze defeated Bruce, allowing Roo to be freed. In Streets of Rage 4 the clown shoe is on the other foot as now Roo summons Bruce to do HIS bidding as part of his special instead!
- Floyd Iraia

Floyd Iraia was once a dilligent construction worker, but an accident at work caused him to lose both his arms. With the company he worked for preferring to lawyer up to defend themselves than help Floyd, Floyd was only saved when Dr. Gilbert Zan constructed new robotic arm replacements for him powered by the dangerous element Rakushin. Floyd, to thank Dr. Zan became his apprentice, aiding him with his Rakushin experiments. When Blaze contacted Zan for help against the new Syndicate, Floyd offered to go in the old cyborg's place.
- Diva

An art collector and snake charmer extroidanaire, Diva has the power to unleash powerful electrical blasts through her pet snake. Whilst she's no friend of Axel, Blaze, Floyd, Cherry and Adam, she also doesn't appear to be an ally of Mr. Y and Ms. Y, happily giving the heroes their first lead to them upon being defeated. She has a paid of dopplegangers known as Beyo and Riha who can channel poison and fire through their snake pets respectively.
