Honestly most of the games tend to be between alright to pretty great, with some big stinkers. A lot of people seem to forget that classic Sonic wasn't squeaky clean either. People will point at the first three like they were the only games in the classic series while forgetting that there were quite a few bad games even back then.

It's wasn't fun to play either. The physics of that game is completely different from the other numbered Sonic games. As in...they are non-existent.

If anything, Sonic Mania is the true sequel to 3&K.

Sonic is one of those franchises that has games that PROVE it can be good, it's just that Sonic Team doesn't really know how to make good games anymore. Sonic Colors and Generations feel like they were happy accidents sometimes.
