I've got information on an upcoming Nintendo Direct Mini that will be announced later this summer.

Online mode will never have 8-player smash the game can barely run that without online (Try playing 8 Bayonettas and watch the game slow down to like 10fps due to too many particle effects), no way Nintendo would approve of it with how laggy and unprofessional it'd inevitably come out. Next.

My question becomes, then, how to balance that? How does it work? It sounds interesting in a theoretical way, but when put into action I would fear Isabelle would have a less than functional moveset.

If she is able to set up the projects, how long does it take? Is she a sitting duck? Can she cancel out of it?

I think her “being fun to play as” depends on the player, and would entirely depend on how she functions. If she mainly only creates public projects, then that leaves sad implications for the different phases of a matchup.

Basically, i’m not convinced it’s a real workable idea unless i’m given a description of the moveset or how she would play. The argument that it would be fun is subjective at best, and the way you described the moveset seems...complicated.

The weaknesses of projects is that they can be destroyed by opponents, even during construction. So Isabelle would have to play aggressively defensive protecting her construction for players to be rewarded with a new form of stage control. So she would not be a sitting duck. You can cancel projects during the process of construction, but you cannot make them simply disappear once the project is fully finished. Either you have to destroy it via attacks or let the opponents do so.

The process of projects is rather simple:

1. Isabelle plans a construction for a project via neutral-B (Which can be selected quickly via Ultimate Shulk Monado Arts, up to five different projects can be created).

Maybe 3 of the projects can act as small, medium, large walls/buildings, with two of the projects having special functions like a fountain being able to push opponents and a clock post that temporarily stuns nearby opponents for a short period of time when 12 noon/midnight comes (With the clockpost's time moving at a very fast pace of course). That would provide enough variety for Isabelle players to toy around with.

Is this all for the neutral B?

It’s not a bad concept by any means, but the the stat boost in addition to the stage control seem overpowered. I’m a bit interested in how she would engage in the neutral game, on attack, on defense, or utilizing some other key aspects of gameplay.

I still feel the public works part of Animal Crossing would be just as good if not better as a stage element.

I always felt like Birdo was the proto yoshi, and they were a team in Mario Kart double dash... but yeah I would be surprised if Birdo was part of a Yoshi game.

That said, I’m kind of surprised they’ve given Zelda her link between worlds design without a Princess Hilda themed variant. It seemed like easy pickings and I could have sworn either Smash or Hyrule Warriors had one before.
