A video game character having references to non-gaming media is fair game. We've seen it with literally every Pokemon speaking their names, the Advent Children outfit for Cloud and even the Nina Williams Spirit among other examples.
But a character who outright debuts from a non-gaming media, even if they are from a franchise that started off as a gaming franchise, has always been Sakurai's big no-no. It's always been The Rule.
You can argue Lucario is an exception because of his movie and to that I wonder if you seriously believed there would be any period of time when Game Freak would've kept Lucario as a movie exclusive. He was always intended for video games first, the movie was simply finished before the Gen 4 games.
You can also argue R.O.B. but to me, even if it was the peripheral rather than any character on the screen, it still counts as gaming debut due to how it worked.
