Maybe Sakurai has a move set for her? He can name them later, all the moves of Pokemon are named after actual attacks, but they work how Sakurai chooses, like Pikachu's quick attack........ah, Idk....I don't see that as a HUGE reason. Let's speculate more.

Dude, those are all unlockable characters. This is a starter roster. And I'm not entirely sure JigglyPuff's veteran status will carry on in a roster that may face being all veteran pokemon. Eevee IS more deserving.
