Why is Lucario considered an anime character, where in fact it was just a preview of the Sinnoh region pokemon to promote excitement.

ExactlyI don't know that it is so much that Pokemon come from the movies. It's that traits given to said Pokemon in Smash Bros. are taken from the movies. For example, the Lucario in the movie can speak, as can the Lucario in Brawl. I'm pretty sure Mewtwo in Melee was based off of the Mewtwo in the movie.
It's not so much that they originated from the movies themselves, but more that the character used is based off their movie counterpart.

I don't remember 64 having two retros, so please stop making those assumptions. Not to sound rude, but it gets annoying when people use patterns to justify their arguments, because it doesn't make such arguments valid at all.

Not denying that, just saying.A pattern based analysis only works if it's verified in a long period of time, but even so, patterns can break at any time. See what happened with Pokémon Black / White, for example.

He's in some Samurai Fighting game as well. Balloon fighter was pretty much perminently deconfirmed Post-Melee. This de-confirmation could arguably de-confirm Tingle from ever being playable. Balloon Fighter was apparently considered by Sakurai once.
I don't believe that is a ringing endorsement that Balloon Fighter will ever be playable.One of the plans for Melee was to use a character who would represent NES games in general. Sakurai revealed a list of characters who had been considered (we don’t really know if it was all of them or not, though) along with reasons they had been dumped (some of the reasons were joking, some really weren’t). The rejected choices were:
-Balloon Fighter (“if his balloons were popped, he couldn’t do anything”)
-Urban Champion (“there’s not much you could do with him”)
-Bubbles (from Clu Clu Land) (“she (?) doesn’t really know how to fight”)
-Excitebike (“you’d have to install ramps on all the levels for him to be playable”)
The character that was actually chosen for this position was, of course, the Ice Climbers. Interesting that Pit apparently wasn’t in that list.
