Commander Erwin, apologies for the delays in getting this report finalized and delivered. I had to make sure I was who I thought I was. Along with everyone else involved. Including yourself. I'm sure you understand, Sir.
Before I get into the details of my report, I am curious: how much about the circumstances regarding this even you knew. I was warned about the potential for garish costuming and outfits, poor behavior from civilians, and the very strong threat of poor hygiene; but, I was not warned of the threat of ACTUAL TITANS! There were titans at this event, and I was told that I'm not authorized to use 3D maneuvering gear! What if I had needed to make a hasty escape? I COULD HAVE DIED! Granted, it would have been in the name of science, but regardless!
With that out of the way, I'm not sure what to think of this excursion. Every titan I encountered was an aberrant class, in some form or another, and all but one is a confirmed Human-shifter. More disturbing was the fact that there were multiples of most of these titans. Granted, they were all very small, especially for a titan, but that doesn't necessarily mean much, knowing that repeated shifting in a short time frame can cause a titan to become much smaller than ordinary.
However, what was truly boggling was the fact that I encountered multiple instances of almost every notable military member. Including myself. It was eery.
I am led to believe that these were not just impostors, their resemblances were uncanny, and most were using true military grade equipment in some form. I cannot rule out the possibility of elaborate impostors, except that I was able to visually confirm multiple instances of the same named titan, at times all in the same location.
This leads me to believe that we could be dealing with a most insidious problem, where there might be impostors amongst our ranks, that we are not aware of, along with the more obvious issue of multiple aberrant type titans that are all intent on the downfall of humanity. I suggest that we come up with a method to determine authenticity before any meetings, especially any involving any sort of high risk intel. I'm personally a fan of secret handshakes, but I trust you will find a suitable method.
Alternately, from the initial concern of potential true multiple instances of persons: most of these titans were extremely aberrant. There was no wall breaking or gate crashing, no eating of humans, no fighting amongst the titans themselves, nor conflict between titans and military members. As I noted, there seemed to be some sort of truce between the present military members and the human shifting titans. Either that, or somehow these “versions” of us have discovered a method of keeping titans abated and calmed that we should look into. It seemed to mostly involve outnumbering the titans greatly with military personnel and saluting a lot. None of the titans were ever bound or sequestered in any way, so this might be something to investigate further.
What I'm getting towards is that there is a possibility of... well, alternate dimensions and that this location, the Anatole, might be a nexus for all of these dimensions to converge upon. Whether this is an ongoing occurrence or only during certain times and events I cannot say for sure, yet. This will require further investigation.

-While performing reconnaissance, I noted a LARGE gathering of military members! However, what was most curious was the presence of the previous Eren-titan (Eren1), ALONG WITH! A Colossal and Armored* titan! However, the titans were all well behaved, not destroying or attacking anything... Clearly, these are the most aberrant titans I've encountered... Was able to tag both the Colossal(02) and Armored*(01), but was unable to get any sort of measurements, still... The Colossal and Armored* titans were small, by titan standards; rather small even by human standards... Also, the Colossal(01) was content to just dance?! It was very odd! The military members merely stood around saluting, as well. I assumed it was a new technique I have not been made privy to and followed suit. There were multiple Annies here, as well. This whole ordeal is taxing my sanity! In my haste, I forgot to note that the location of this encounter was the Atrium, in front of the Grand Ballroom!
*Upon further reflection, I realized that what I had assumed to be the Armored titan was merely a normal titan. I was informed later by a military member that it was the one that had eaten, then enshrined Ilse. How this soldier knew this with such conviction is beyond me...
-Noted 01 in the distance, in the Foyer beyond the Atrium. Appeared to be carrying on (HOW DOES A TITAN DO SUCH A THING!?) with a civilian! Titans, interacting civilly and not attacking anything!
--As I write this, the aforementioned Eren-titan (Eren1) came down a set of stairs from the other end of the foyer.
-01 is loitering around this foyer area. It's been at least 30 minutes since I was last here, it's still just wandering aimlessly...
-Was informed by a (dead. What's going on!?) Petra that a large gathering of military members and potentially Titans! would be occurring at approximately 1800 by a small pond in the courtyard. Left to perform reconnaissance, and sure enough, there was quite the gathering! However, paradoxically, there were multiple copies of each person? I don't understand... There were at least 8 of me, though not quite the same as me...? I've documented every other me that I can...
Even more frightening is there were several Annies! And 2! other Female titans! Seperate from the aforementioned Annies! They, oddly enough, were nearly the same size as the human Annies. I need to investigate this phenomenon... Why are there multiples of the same person?! That shouldn't even work!
And General Pixis is here! I had met him earlier in a hall, while performing reconnaissance! It was an honor, but he seems entirely unfazed by the clear and present threats, however... So I think I'll just have to trust his judgement.
And then Marcos appeared! MARCO IS DEAD! What witchcraf is this!? Do the laws of science hold no sway in this mad land of Hilton Anatole!? And why is Jean carrying Marco? One of the many Jeans and many Marcos, that is...
Madness continues and The Walls are granted human form!? I give up... I shall just give up and document as much of this insanity as possible...
I was able to measure 01! It feigned death while the alter-me's swooned. I could no longer play along with this charade and took my moment! One of its legs was approximately 40 cm long... I'm not entirely sure, I was worried that I would break the decorum too much and ruin whatever effect was keeping the titans at bay... All of the limbs did appear to be symmetrical, though the head was a bit oversized...
I found Eren1 here, a 2nd Eren-titan as well! I was able to tag this one (03)! Unable to get measurements, sadly, but this Eren(03) was notable shorter than Eren1. It was almost the size of a young teenager... very curious!
There is another Colossal titan here (Colossal2)! This one is slightly smaller than the other. These Colossals were both notably shorter than Eren1, but larger than 03. This is completely backwards, as to how everything should be...
-Shortly after that incident, about 40 minutes, I encountered a 3rd Eren, along with a 3rd Female titan and an Armored titan! This Eren (Eren3) was the tallest of them all, notably so; he was also notably taller than the other titans in that group. They should be of similar height, with the Armored being bulkier... They just stood around posing? I would assume that Eren, with his temper and impulsiveness would have decided to fight them both at once (I've since accepted that Annie, and thus the Female titan, are no longer under Military Police control) but nothing of the sort was occurring. Encountered this group in the Atrium, directly in front of the Grand Ballroom.
-Found 02 in the Foyer, once again dancing. The most aberrant of aberrants...
-Encounterd the group (Eren3,Female3,Armored1) in the Artist Alley. Once again posing and not much else...
-Encountered a 3rd Colossal Titan! (Colossal3) Much larger than the previously encountered Colossals! Found at an Atrium entrance. Sadly, unable to tag this prime specimen...
-Found Eren3 and Female3 in an elevator. They were attempting to blend in via wearing normal human clothes. I saw through this flimsy disguise, though, and tailed them to the Foyer, before losing them in a crowd...
-DAY2-
-Found a “Teen Titan”. It looked like a young man in a costume, with a cape and mask. Went by “Robin”. Didn't act like any titan I've yet seen. Was able to tag this Robin-titan (05). Incident occurred in the Dealer's room. There are rumors of an entire team of this titan type! Must investigate...
-Saw 02 outside the Dealer's room. Just sitting on the ground. Talking. With a civilian... It must've been tired from its dancing...
-Found a 4th Eren-titan (Eren4) outside of the Grand Ballroom, shuffling into a room escorted by Scouting Legion members. Not able to enquire about the circumstances, as the line went into the room too quickly to tag. This Eren was slightly larger than an average human male, but his ears weren't quite right... no idea as to the cause of this anomaly, though anything seems possible in this bizarre place... He was slightly shorter than Eren3 (the largest Eren I've encountered).
-I am currently observing a Female Titan (Female4) through a door, assisting a military member in putting on their 3DMG! What collusion is this!? There is a guard posted at the door, however, and it is not a member of the the military at all, meaning I cannot enter to find more on this situation...
-02 walked by me in the Foyer, trailed by a contigent on military members, one of which was Levi! Was not dancing this time...
-4th Colossal titan! In Dealer's room! Smaller than Colossal3, but was accompanied by Eren3 and Female3, who were now no longer trying to blend in via human clothing. Once again, this Colossal was very small, smaller than Eren3, as well... unable to tag it...
-Passed 01 as I was performing a delivery mission. Target was walking towards Atrium, through the Foyer, unable to follow, due to the brevity of my mission...

But, most frightening of all was the multiples of Reiner and Bertholt, the now known human aliases of the Colossal and Armored titans! This is terrible! And everyone else present seemed to be unaware of this incredible danger! Even our most highly trained soldiers (ALL COPIES OF THEM!) were oblivious! Perhaps this is a continuation of the previous strategy of saluting constantly being able to keep the highly sentient aberrants abated?

I also located a Ymir in human form. She allowed me to tag her (04). I was able to converse with her and she seemed much more amicable and forthcoming than usual...

I greatly apreciate the authorization of 3d maneuvering gear this time around. It aided immensely in tracking and my ease of mind. Granted, the threat level seemed even lower at this event, than the previous year's, but you never know what might happen in such large crowds.
My first note is that there were far far fewer titans, in the forms that we would be familiar with, this time around. Last year all but one of the titans I encountered was of a form or variant that we were familiar with. This year, I mostly encountered tiny colossals... Actually writing that out, I can't help but be amused by the ridiculousness of it. But, I digress: most of my encountered titans were of the "Teen Titan" variety that I had taken notice of previously.
I'm still not sure what to make of them, to be entirely honest. They break almost every rule we've learned about titans, up until now. Even the ones we've established for titan-shifting humans. Primarily, I don't think they even "shift". They just are what they are. And even as far as the titans having different properties (Eren's form vs. the armored titan vs. the colossal etc...) they don't behave properly. As noted, they have abilities ranging from firing blasts of energy, to flying, to just plain shifting into the form of animals.
The fact that we've not encountered anything like this outside of these events is both encouraging and disenheartening. On the one hand, they may only exist in this extremely odd location and event, which means we don't have to worry about possible issues with encountering them as we work to reclaim our walls. On the other hand, we have very VERY little information about the world outside of the walls. We don't know if there are other enclaves of humans who are living in similar circumstances. Perhaps we're just on a gigantic island and the titans are endemic entirely to our region. Or there may be exotic species of titans, such as the ones I've encountered on these excursions.
But, and please bear with me, what if we are the exception? What if in outside of our little corner of the world, the titans are the true dominant life form? Knowing what we now do about titans, we could be a evolutionary dead end, just struggling against the inexorable tide of nature, barely clinging to our existence, with the rest of the world already moved on, having forgotten humanity...
That got very grim very fast, I apologize. Again. I do believe that we should be preparing for the possibility of these types of titans out beyond the world we're aware of. Once we reclaim our lost land and seal wall Maria, the next step should be reconnaissance for what lies beyond our borders and the possibility of reclaiming... that might not be the proper word, but reclaiming more of the land and seeing what lies beyond our horizons. But, as I said, since we don't know if these more exotic titan types lie out there, we need to be prepared.
I am prepared to continue these excursions, in order to gather more information and formulate viable plans to deal with potential threats encountered, more so now that I can only seem to gain access to them at this one location at this one time of year. I shall keep my ears to the ground and my sources active for more such events, in order to see if we can gain more chances for intel.

-Found a Colossal Titan in Dealer's Room wearing... a tutu? I've stopped questioning the oddities on this mission. I attempted to tag him and was successful. He actually spoke with me! We conversed and he politely allowed me to tag him but at the request that I give him tag #13 (not the next in my order, but only slightly problematic...). Very odd, but I obliged. He also stated that he was told not to cause too much trouble on Day 1 of this event... He's taking orders, apparently. I must find out aobut this Titan command structure...
-Found 3 of the "Teen Titans" in the Dealer's Room, shortly after encountering #13. A "Robin (06)", a "Beastboy (07)", and a "Starfire (08)". The "Raven" specimens can also apparently fly, but past that they seem to have a more varied set of abilities, including "telekinesis" which seems to be controlling objects with your thoughts, ranging up to summoning other creatures to do her bidding? A titan that can summon and control other titans?
The "Robin" variant seems the least threatening, apparently only being highly agile and very well trained and conditioned. Essentially, just like a slightly more physically trained version of our own military members?
The only positive that I can find to these types of titans is that they all appear to be normal human sized. Though, that means it also becomes harder to effectively press our moblity advantage with the 3d gear, since they're not hampered by large, cumbersome limbs...

Also one thing I wish they'd fix in Splatoon is when you get DC'd in ranked, that you don't lose points. There has to be some way to tell that you didn't turn off the power and it was a bad connection.
