Draco Meteor hits Dragon-types hard. So, you need a Dragon- or Ice-type move. Ice is preferable, as Kingdra usage is very low.
Surf and Thunderbolt give good coverage and hit many common Pokémon hard. You can't really replace that.
Pretty much everything gets Trick.

So, sum up, you want Water-, Ice-, and Electric-type moves on a fast and hard-hitting Pokémon.

Suspect testing has been a long time coming for mence, but if latias winds up staying in ubers mence will also probably make the jump up.

Yours is a good starmie, mine is the rapid spin variant that has rapid spin rather than surf.
but yours is a diff type of starmie, and a good one at that
