I believe it's the final form, since it has the pointy eyes. The lines are smoke from his cigarette.

That's kind of a given, as "Warui" means "bad" or "no good" in Japanese. It's just the use of an adjective, really. (Though in both cases the word is fused with the name)

Some of those are really cool, some of them are really lame. Those Fakemon are laughable.
