The story

As some of you may know, I will be coming from France to attend Genesis 2.
Back in 2009, when I arrived in the US for the first time to attend Genesis with some friends, our first host (TheLifeRuiner) asked if we brought a PAL version of Melee so he could try it. And we didn't. I totally forgot to bring one, and it disappointed me a lot because during my trip, people told me quite often they wanted to try the PAL version. So this time, I'm not gonna forget it. But I thought I could go further than that.

The idea

Instead of bringing my PAL game, I will be buying a few games before leaving France, in order to sell them to those who want one.

There are two main advantages :
  • You can be sure the game works, as I will be testing them.
  • You will not have to pay shipping costs.

I intend to look for second-hand games in Paris. Last time I checked, they cost between €10 ($14) and €15 ($21). My aim is to re-sell them for the price I paid them : I don't intend to make money with this. I just want to make it easier to have a PAL version for those who live in a NTSC region.
Don't worry to much about the fact I'll be buying game in France : in the PAL version, you can still set the game in English (but also in French, German, Italian and Spanish). The only thing in French would be the box, part of the text on the CD, and the instruction manual. But quite honestly, I doubt those are the things in which you're interested.

FAQ
Wait, what is this PAL thing ? Why would I want one ?
Due to image signal standards, games are released in different version around the world. Most places, like North America or Japan, use NTSC, while some other, like Europe and Australia, use PAL. The PAL version of Melee was released after the NTSC version (actually, three NTSC versions) and was tweaked by the developers, most likely to balance it.
Here are some of the most important changes :
  • Sheik cannot chaingrab if the opponent DIs away. Her up air is also way weaker.
  • Fox's up B is shorter, and is up smash is less powerful
  • Marth's down air is meteor-cancellable : no Ken combo in PAL, you need to finish with a reverse up B !
  • Captain Falcon will no longer perform the multiple jab if you press A three time.
  • Kirby, Yoshi and Bowser are heavier, Marth, Fox and Mario are lighter.
  • Some bugs like the freeze glitch were removed.
An (almost) complete list can be found on Smashwiki.

Will I be able to play the game on my gamecube ?
Not directly. You have to use a freeloader, or an action replay to play the game. Those can be found fairly easily, and aren't that expensive, so it shouldn't be a problem. Also, if you have a hacked/modded Wii, you will be able to launch the game as well.

I heard you can't play in 60 Hz in PAL ! I don't want my eyes to bleed !
The default setting for most PAL games is 50 Hz (or actually, it WAS, during the GC era). However, some games like Melee include a 60 Hz mode. To enable it, press and hold down B before the game starts with the controller plugged in port 1. A menu will appear and allow you to choose between 50 and 60 Hz. If you do it once, the menu will appear again every time you launch the game.
If you have any question, feel free to ask !

Post in this thread if you are interested : I'll keep a list to make sure I buy enough copies of the game.

Ganon's fair has 20 less Base Knockback, which equates to 8 frames of hitstun compared to a similar situation in NTSC. Nothing nearly as substantial by decreasing Fox's UpSmash damage from 18 to 17.

Link's Up-B ending semi-spike is removed.

DK's charge is no longer lost if he's hit during his Up-B

Kirby's running speed is higher

Falco's dair ending hitbox sends at a 45 degree angle, much like his Fsmash, rather than downward like his spike

Yoshi's down-air does less damage

That Wiki is wrong on many accounts, btw. Don't trust it. Ganon's bair is not more powerful in PAL, and Fox's fsmash isn't weaker. I'll post a full list later.

oh and I want one btw

I'm interested in buying a PAL Melee. =)
I AM DEFINITELY INTERESTED!

Please save a PAL copy for me. Pleeeeeeeease
Great, I'll get a copy for you :)

Ganon's fair is MUCH weaker, the killing difference is higher than 3%. I think I did some tests once, and the NTSC one was killing something like 17% earlier.

I'll buy a PAL ssb cartridge
This ^

I want PAL ssb if you're willing to get one of those.
I didn't think about that. But I should find them quite easily.

Yeah when I play NTSC with my friends, Ganon's ridiculous Fair is always one of the thing we lol about. It's really got a lot more knockback :bee:

Whaaaat. Having played both versions I feel pretty confident saying ganons Fair in NTSC is alot more powerful compared to PAL and not just a mere 3% in KO power even to you ;_; (knockback may be relatively closer to eachother at higher percents though, but still not a 3% difference at relevant percentages)
It actually surprised me when I played even though I already knew it would be stronger. It is massive and breaks faces.

(I realise two other people already said basically the same thing :p)

I've been looking around in Parisian stores today, and the prices rose a lot since the last time I went there. Melee can be found for about $35 or more, and I've only found 3 copies of SSB64 : one for $35 without a box, and two for $85, in the box and looking perfect.
Anyway, although it isn't looking good right now, I searched on the internet and I was able to secure 7 copies of Melee ranging from $20 to $25.
I haven't anything for SSB64 yet, but I'm not giving up.

TL;DR : It sucks, prices are much higher than they were. But I got some copies for a slightly higher price.

By the way, could you guys tell me what do you want regarding the packaging and stuff like that ? Do you want something with the box and the booklet to have complete set, even though it's likely to cost more ? Or do you prefer paying less and only get the CD/cartridge ? Regarding Melee, I should have a box anyway, as I have a few empty ones that were forgotten during tournaments.

Either that or a freeloader, or a hacked wii.
But I'm not taking PAL GCs with me, I need space for my own stuff in my luggage :p

Also, those who are interested in this but can't come to Genesis, if you know someone who goes and may give it to you after the tournament, you can ask one. As long as I have enough discs and someone repays me... it's fine !

I updated the list with all those who asked for one, and I also added a little something to say if I managed to get a disc/cartridge for them.
So far, I was able to secure 1 Melee, and I should get 7 others soon. I wasn't able to get any SSB64, but I'll make my best.

If I don't find enough games (I hope it doesn't happen), I'll give those who requested one according to when they asked : those who did it first will have priority, obviously. Also, Metà, I'll get you two if I can, but I aim to give PAL games to as many different persons as I can, so your second copy has a low priority.

By the way, I'm testing every game, obviously. I don't know yet how I'll test SSB64 games as I don't have a N64, but I'll find a way.

Got the PAL N64 to use it?
I believe there's a console mod, just like there was for SNES, that will allow the use of PAL cartridges on an NTSC system.

As for the PAL melee, NTSC systems won't load PAL or NTSC-J games will they? I use the SD media launch to load GCOS and boot PAL games that way.

Edit: never mind, jsut read Slhoka's post about that.

Update with good news in the first post's table :)

Overall, the average price is a bit higher than expected for Melee (≈$22), and really higher for SSB64 ($30). SSB64 prices may drop since sometimes, ads from people selling them for $5 randomly appear (and disappear just as fast, as it isn't a transaction you wanna miss considering the rarity of the game).
Regarding SSB64, I don't know how you can use a PAL cartridge on your NTSC N64, so you'll have to find by yourself.

I should be able to find a copy for everyone who asked for it so far. If you are interested by a PAL copy and haven't said it yet, please don't wait too much, as I need time to find, receive, and test them.

you are getting ripped off for 64, its cheaper to get from ebay
I got it from ebay. When I bought it, it was by far the cheapest. I found a cheaper one, but I couldn't go back on this one. Anyway, they aren't much cheaper (usually $20-25)
Also, I prefer saying it's gonna cost a certain price, and then come with the good news that it's cheaper than expected.
