The story
As some of you may know, I will be coming from France to attend Genesis 2.
Back in 2009, when I arrived in the US for the first time to attend Genesis with some friends, our first host (TheLifeRuiner) asked if we brought a PAL version of Melee so he could try it. And we didn't. I totally forgot to bring one, and it disappointed me a lot because during my trip, people told me quite often they wanted to try the PAL version. So this time, I'm not gonna forget it. But I thought I could go further than that.
The idea
Instead of bringing my PAL game, I will be buying a few games before leaving France, in order to sell them to those who want one.
There are two main advantages :
I intend to look for second-hand games in Paris. Last time I checked, they cost between €10 ($14) and €15 ($21). My aim is to re-sell them for the price I paid them : I don't intend to make money with this. I just want to make it easier to have a PAL version for those who live in a NTSC region.
Don't worry to much about the fact I'll be buying game in France : in the PAL version, you can still set the game in English (but also in French, German, Italian and Spanish). The only thing in French would be the box, part of the text on the CD, and the instruction manual. But quite honestly, I doubt those are the things in which you're interested.

Wait, what is this PAL thing ? Why would I want one ?
Due to image signal standards, games are released in different version around the world. Most places, like North America or Japan, use NTSC, while some other, like Europe and Australia, use PAL. The PAL version of Melee was released after the NTSC version (actually, three NTSC versions) and was tweaked by the developers, most likely to balance it.
Here are some of the most important changes :
Will I be able to play the game on my gamecube ?
Not directly. You have to use a freeloader, or an action replay to play the game. Those can be found fairly easily, and aren't that expensive, so it shouldn't be a problem. Also, if you have a hacked/modded Wii, you will be able to launch the game as well.
I heard you can't play in 60 Hz in PAL ! I don't want my eyes to bleed !
The default setting for most PAL games is 50 Hz (or actually, it WAS, during the GC era). However, some games like Melee include a 60 Hz mode. To enable it, press and hold down B before the game starts with the controller plugged in port 1. A menu will appear and allow you to choose between 50 and 60 Hz. If you do it once, the menu will appear again every time you launch the game.

- Sheik cannot chaingrab if the opponent DIs away. Her up air is also way weaker.
- Fox's up B is shorter, and is up smash is less powerful
- Marth's down air is meteor-cancellable : no Ken combo in PAL, you need to finish with a reverse up B !
- Captain Falcon will no longer perform the multiple jab if you press A three time.
- Kirby, Yoshi and Bowser are heavier, Marth, Fox and Mario are lighter.
- Some bugs like the freeze glitch were removed.
