no point in playing support unless there's someone on your team that you know can carry (aka make good use of your support/warding/ganking)

that's why i only play support if i recognize someone on my team or i'm playing a caps game w/ better players

im not good enough to carry though. i can only practice carrying in pubs since stats dont matter, but people ****ing suck in general there. then if i try to carry in dxd and **** up, i get ****listed most likely

just listen to the best player on your team (and this is why u don't sign random startgames because the majority of people in DXD are terrible)

that's where they gather: DXD, the biggest open league on US West. at least most people know which heroes to pick in an RD pool, and you get some occasional mannered players, but for the most part their pint sized egos reign supreme

you also have some top tier players, but the best all play on GGC now in vouch leages (IDEC/IDL)

That list isn't very good. It should be 1. Sagat 2. Ryu and then a huge cluster of good characters that no one can really tell where they are yet.

Rufus is pretty good, but most people know his tricks now and that made him much less of a threat.

The definitive top are Sagat and Ryu, after that it's much harder to determine tiers since the level of competition is still very young and undeveloped.
