Anaky, there's a lot of stuff wrong with your suggestions imo. Acid is a top 3 Bowser cuz he uses mainly Bowser and Flayl seems to be pretty inactive [Portugal in general] plus he used ROB when he placed well. Zelda hardly needs a list because JuJux is the only one who really uses her ... if you count Low Tiers then Light / Biggad are in there though.

Would probably be:

Ixis > Acid > Semifer (Flayl) for Bowser
JuJux > Biggad / Light for Zelda [unless there's a Zelda I'm missing?]

#1 PT is probably Lapogne, isn't he? I haven't really seen a lot from Joseph PT but I do know that Suor from Italy has a pretty decent PT.

l!nk is inactive and def. not the #1 IC in EU ... pretty sure that spot still belongs to istudy.
The Lucas you mean is Ravenlord but who else is there to be ranked for Lucas? Ciaw is the only other one I can think of.
