Of course Sakurai is aware of Anna's presence. He's a fan of Fire Emblem, and he plays Nintendo games to make Smash Bros. Just because he's aware of a character doesn't mean they will get in. He's aware of Waluigi,..and Waluigi is unlikely to get in anytime soon. Smash isn't a high school anime!

Given that he went to the FE concert, I should've figured that out from the beginning. Though I didn't think he would dedicate another drawing of Anna. That's mind-blowing.

She's still a minor character from a series that already has a billion reps, not to mention about a dozen more characters who would take priority over her simply because they're actually important to the series.

Shopkeep/townie from a bunch of games doesn't warrant a spot in Smash. Neither does any of her also incredibly minor playable roles. There's no character on the roster as insignificant to their game of origin as Anna is to Fire Emblem.
