I wonder if Legendary spirits ever count as a thought Sakurai had of certain characters being possibly playable. Like Alucard, Geno, Lyn, Isaac, that type of stuff. Black Shadow is one of these spirits, so perhaps it's crossed his mind.

Smash without Style Savvy is barely Smash at all. It's empty and all the content, all the fighters, all the modes, and all the game worlds mean nothing without the addition of the > two-million-selling first party juggernaut that is Style Savvy. I don't even know why I BOUGHT Smash without them confirming a Style Savvy character! It's certainly possible - there are loads of references in the Spirits and their battles. TV Tropes' Mythology Gag page for Ultimate lists them all, like Geno's having 10 000 power (in a reference to Geno Whirl) or Black Shadow's presumably referencing the "Ganondorf's moveset fits Black Shadow" idea.

Yeah, I doubt that simply due to the fact they'd be giving more characters without netting any further profits from it since the pass has a set price. I don't think they'd be giving freebies. I see it as either a new pass with set price or they will ditch the pass branding and the characters will be standalone like Smash 4 from this point on. But we'll see.
Bold of you to assume people on this site actually know how game development works instead of just staring at the CSS. Being unfinished usually implies that the game is an unplayable glitchy mess, but sure some character being absent from funny party game makes it unfinished.
She’s been requested as long as Shovel Knight has. Not fair to say that she’s the long lived indie request. Yeah she’s been around longer but don’t kid yourself if you think her support didn’t start with the ballot.
Yeah it's why I really doubt it. Unless they decide to up the price for the Fighter Pass after the announcement, there isn't a reason to do it other than being super generous to people who already own the Fighter Pass.

Off topic but I'm never going to get over that Neko Neko No Mi: House Cat Model version of Chopper.
Seriously though: Master Cycle is also crafted (from Mach Rider, City Trippier, Excitebike and an Attack core) and no other Mario Kart Spirits are Legend-Class. That's probably why.

As someone with a PS Vita (if only because I won it from Taco Bell), yeah, I love it on Vita with its DLC.
I was correct. She does look incredibly out of place, especially if she's supposed to be related to Dixie Kong. I still like the design but I hope they never use it again.
