I mean as alternate outfits, not with different Pokémon each. It would just be easy model swaps.
In other words, they would all still control Squirtle, Ivysaur, and Charizard like the Pokémon Trainer in Brawl. You could rotate a trainer per different Pokémon colors. That wouldn't be too hard to design. Granting creating a character model would take one designer at least two weeks each, given the large staff size this could be accomplished for the Pokémon Trainer(s) in as early as maybe 2 months with just a few graphic designers and artists.
Plus I'm talking about making character models, not characters with different move sets who you have to balance in the game. Creating models is a heck of a lot easier than making and balancing move sets. There are probably about 600 character models between the three released smash bros. games, actually! (ironically)

That's counting playable characters, trophies, NPCs, enemies, bosses, assist trophy characters, Pokéball Pokémon, background characters, and bosses of course!
