The touhou fighting game series does something like that. You could unlock new moves to replace the older ones and customize your character more. It kept all the characters balanced because they all felt versatile. They were also reaalllly easy to obtain. All moves had a use to so it wasn't just some generic stronger version of the previous move you replaced.
