Daigo is the exception to the rule; his Ryu doesn't seem to be held back by any sort of lag or animation cool down.

Poongko's does crazy combos. Problem is he has trouble actually landing a hit to start them and does way too many mistakes.

come to think of it, I havent seen any high level akumas player.

Is his low health really that much of an issue at that level.

Look up Momochi, he's the best Akuma player in Japan afaik. He relies on strong zoning, just like Dhalsim, and hit&run combos~ He's still top tier~
