I am pretty sure Sheik and Ganondorf are why he went with the TP designs. Probably thought it'd be easier to make everyone TP than fabricate Skyward Sword designs for Sheik or Ganondorf, or cut them for totally different but vaguely similar characters.

Yeah exactly but Link is a bit of a hybrid of SS and TP, yes? Even so he still fits perfectly with Zelda and Shiek. Ganondork will be the same.

There is no SS Ganondorf. That said, he may not be TP style overall. It's likely, mind you, but not guaranteed. If Sakurai wanted to, he could pull out Toon Ganondorf with two swords and it'd be the first complete moveset overhaul we ever got. Not subtle changes like the rest.
