Squitter the Spider creates a web that bounces you high upwards, allowing you to pass over gaps and some walls; as well as avoid hazards and items.

Cappy, when thrown, can temporarily take control of an enemy racer for 2 seconds, allowing you to force them to waste their item or force them to brake. However, being hit by an item while Cappy is active will forcibly exorcise the possessed racer, and there's a wind-up before it hits, similarly to the Blue Shell. When Cappy is winding up to possess, there's an opportunity to avoid it, either by boosting, drifting or by jumping off rails.

Though maybe it should be a regular Bonneter so we can add Cappy as a racer or something, if that even matters.

Edit: To add to this. There could be a special effect depending on the character you're using. If your character has headgear of some kind then the item thrown will have the shape of said headgear. Waluigi's hat, Peach's crown, Hammer Bro's helmet. We're definitely not taking Toad's mushroom head off. If the character has no headgear to work with they just throw Mario's hat.

Super Bell

once used your kart gains cat ears and a tail. Crashing into opponents hits them with cat claws that causes them to drop their items and spin out, and on certain tracks you can drive up walls. Also driving straight while active gives you the effects of a mini turbo.

Veteran: Square Tires, from the arcade Mario Kart games. Lay them behind you or toss them overhead, and when someone (including you) hits one, you'll get square tires and have a harder time steering (though unlike Arcade GP, it doesn't last for 20 seconds)

New Item: Yellow Shell

An entirely new kind of shell created just for MK9. When activated, YOU become the shell! It functions exactly like a green shell, but you have a little control over how you move (i.e. after you bounce off of a surface, you can slightly turn to the left or right). You will exit the shell after 8 seconds or after hitting an opponent-in which case, you will come out at just the speed you were going at when you entered the shell. This shell will bounce off of ledges without rails, as if the rails were there, in order to keep the item from being useless on certain stages. But there's nothing stopping the shell from going backwards when hitting a wall straight in front of it. However, the Yellow Shell-not unlike a Bullet Bill-is invincible to other items, and just powers right through them!

Returning Item: Sticky Oil (Mario Kart Arcade)

This item can be thrown backwards into an enemy. If it hits it will decrease the traction of the racer it hit.
If it misses, it smashes onto the track and leaves an oil slick hazard on the track, causing a spin out!

New item: Freezie

An item that can be dropped on to the track as a trap.

When a driver collides with it, they momentarily become frozen and lose control of their kart. It can be dragged behind the kart to block incoming shells.

The Fake Item Box can be pulled in top spots, it looks exactly like an item box (except the color) but if you touch it you’ll spin out! It can be trailed but will not block items.

New Item: Propeller Mushroom

The Propeller Mushroom will let you hover over the competition for 15 seconds!

I like this powerup and it has some cool effects, a good choice when talking about obscure powerups

Newcomer Spring Mushroom (From Galaxy)

This item surrounds the kart in a giant spring coil, it acts as a barrier and it can bounce of any projectiles, including blue shells, it lasts for 10 seconds and miscellaneous information includes the spring barrier makes collisions more bouncier and it cant deflect bombomb explosions, though it can deflect the bomb itself

Returning: Feather
...with some changes. I'd imagine it to be a three-use item in races, rather than the one-use item it's traditionally been. You can also chain together all three jumps if you wish to do so. These changes would make the item way more fun to use.

New: Super Magnet (mock-up by me)

A new multi-purpose item. When activated, it attaches to the back of your kart, much like a shell does when you hold the item button. It only lasts for a certain amount of time like the Piranha Plant item. When active, this item:

1. Attracts coins in a certain range around the user and adds them to your coin count.
2. Catches items that hit you from behind, such as Red Shells or Green Shells.
3. Allows you to use any item you caught as your own. For example, if a guy behind you launches a Shell at you, the magnet will catch it, and you can send it right back at him.

Veteran: Snow Cloud (Mario Kart Arcade GP DX)

New Item: Red Star

The Red Star from Super Mario Galaxy would make its debut as an item in Mario Kart 9. When used, you get surrounded by a red and black aura that causes you to jump a set distance. The jump would be relatively far, but it's hard to control. You better be facing the direction you want to, or else you will jump to your doom! By the way, this item usually appears for the racers close to last place.
