This is a fun scenario to consider, and I’ll throw my hat into the ring. I’ll only include series in Ultimate’s roster, being consistent with what you did.

Spoiler: 64

Pac-Man, Mario, Donkey Kong, Link, Ryu, Cloud, and Sonic represent the biggest franchises at the time, and Pokemon was the rising star at the time. While Metroid wasn’t the largest franchise out there, I don’t want my roster to be boys only. Luigi and Ken respectively fill out the clone roles in 64, and Kirby seems like a character whose model is easier to develop as he is spherical.

The one nice thing about Melee was that Everyone is here happened, so no need to worry about prioritizing fighters in this scenario. I’m going to start off with the unique fighters. Instead of Princess Peach, I think Yoshi would have been a priority here, assuming that he would have polled better than Princess Peach. For other supplemental franchise fighters, I can envision Sonic the Hedgehog an Pokemon getting another fighter, and my priorities went to Tails, Mewtwo, and Jigglypuff. Jigglypuff would effectively be in Mr. Game & Watch’s spot as the easier fighter to develop (not a surprise fighter but instead a less complex fighter to model). In terms of additional franchises, I could see at least Mega Man, Dragon Quest, Banjo-Kazooie, Castlevania, and Star Fox getting requested. For now, I went with Mega Man and Banjo as the former had N64 games, and the latter was a relatively fresh franchise. For my final newcomer, I wanted at least one girl, and I went with Aerith to have someone magic based.
Clones are an interesting scenario as we don’t have Marth or Fox here. Just like in the real game, Dr. Mario, Young Link, and Pichu seem like simple enough additions to still add. Zack seems like another easy choice for a Cloud clone. In Roy’s place, I’ll add Shadow given that Sonic Adventure 2 was on its way. For my final clone, Donkey Kong Jr. seems like a neat historical choice.
The starting roster would be Pac-Man, Mario, Yoshi, Donkey Kong, Link, Samus, Ryu, Mega Man, Sonic, Tails, Kirby, Pikachu, Cloud, and Aerith.

In terms of cuts, I’ll start with the clones first by only keeping Shadow and Donkey Kong Jr. as the former is a highly relevant character, and the latter is a nice historical choice. For the other veteran that gets the axe, it would probably be between Jigglypuff or Banjo, but I could see Banjo winning out here, and it helps that Ken was a semiclone in 64.
In terms of newcomers, nothing is too out of the box given that every character is relevant or comes from a prominent franchise where I’m adding Princess Peach, Wario, some variation of Princess Zelda, Simon, Snake, Chun-Li, Hero, Fox, Pokemon Trainer, Tidus, Olimar, and Sora. For my last newcomer, I decided to add Lucas here as Mother 3 was on the horizon at the time of Brawl’s development.
For semi-clones, Toon Link, Richter, and Falco seem like logical choices to add.
The starting roster would be Pac-Man, Mario, Princess Peach, Yoshi, Donkey Kong, Link, Zelda Variant, Samus, Simon, Ryu, Chun-Li, Mega Man, Hero, Sonic, Tails, Kirby, Fox, Cloud, Aerith, Tidus, Pikachu, Pokemon Trainer, Olimar

In terms of cuts, Pokemon Trainer (barring Charizard), Richter, and Falco are the low hanging fruit here. In terms of the other ones, my best guess would go to Banjo and Lucas here.
In terms of newcomers, I’d still like to bring more franchises to the table, including Persona, Kid Icarus, Fire Emblem, Tekken, Animal Crossing, Xenoblade, and Wii. Chrom would be in Robin’s spot as Marth and Ike weren’t playable beforehand.
In terms of supporting characters, Greninja can stay. Also, I think I’d bump up the antagonist count with Ganondorf, Eggman, and Sephiroth joining the roster. In terms of the remaining newcomers, I decided to prioritize Jessica, King Dedede, Lucina, and Dark Pit here.
For DLC, I think Jigglypuff, Richter, Falco, Diddy Kong, Terry, and Bayonetta are a good starting point. I’ll keep Corrin in her/his original spot based on timing.

The new unique base game fighters, Ridley and Knuckles are those who’d presumably do well on the ballot. Ness was me not knowing who else to add for echoes, but Alph and Roxas seemed reasonable enough. Cammy, Noctis, and Heihachi more or less increase the selection for their respective franchises. Ridley is pushed back to make sure he is done right. The only other thing that I want to add is another Zelda. Because Sora was a unique situation, there‘s no Challenger Pass 11.

This one I abused a bit of the loophole since if Nintendo owns Persona and Fatal Fury they must also own KOF and SMT by default so(?, I also added some characters mostly cuz the format made their franchises strangely underrepped. That talking about that, the franchise with the most characters is Pokémon with 8 (counting the Trainer as 3 separate characters), Mario with 7 (I decided that considering the circumstances, they probably count Yoshi as a Mario series instead of its own franchise), Fire Emblem with 7 too (mostly my own bias cuz I was going to delete Corrin but I like them too much) and for the 3rdn't Parties Mega Man, Street Fighter, Castlevania and Final Fantasy have 4 slots each, Sonic has 3, Bayonetta and Tekken have 2 and the rest mantains the same lol.

I made a goof that is now fixed is how! I envisioned slightly that somehow he’s like a mid-point between Agumon and Greymon, though obviously he differentiates over time. Nintendo owning both Pokémon and Digimon feels like a soda machine with both Coke and Pepsi, but there you go.

Some characters are equivalent to certain Smash choices, but it’s far afield in certain ways, of course. And I couldn’t resist certain odd picks, of course.

Another Smash thing but this time a bit more, curious.

Have you noticed how the early 2000's/2010's Smash fangames lowkey reshaped the fanbase? A lot of character that people might not have even know otherwise turned quite fan favorite options (like Lloyd thanks to SSF2), so I wanted to share what I would have do I was in charge on one of these fangames, the rules are that first the timeframe will be the same of these games, I'll take Crusade's development as my reference since I think it's closer to what I would like to do in comparison to SSF2. Unlike other Smash rosters I do, this one will have a lot more of bias, but also it must adjust to what there it was at that time, also since this is well, a fangame, everything must be under the possible amount, Crusade (the game I use as reference) has turned quite big but that's mostly cuz it has been out for more than a decade, so I'll be adding a schedule of when certain characters gets added.

The goal of this game is to be somewhat of a spiritual sequel to Pac-Man World Rally and the Namco content in Mario Kart Arcade GP. As such, Namco guest content is in very high supply, to the point you could probably call it "Namco All-Stars Racing". Pac-Man will still have the most content based around it by a landslide though. Characters abandoned due to legal issues will be included. Generally, the game is free to use any characters from all eras of the franchise. Namco characters from more realistic franchises are portrayed in a similar style to the Mr. Driller games.

Game quantity does not indicate iconicity. Dark Souls is more iconic. It spawned a genre and most big games are compared to it these days

Sorry for still dragging this conversation, but as a Tales fan, while I do believe Tales is more iconic as a Bandai franchise (since honestly, when people thinks who made Dark Souls, they think in From Software rather than Namco), yeah Tales is a very niche franchise, I dare to say is even niche on its own genre being overshadowed (at least in a worldwide view) by Final Fantasy, Persona (and Shin Megami Tensei by definition) and even Dragon Quest. And if we open the floodgates to RPG in general well you have Fire Emblem, Kingdom Hearts, Elder Scrolls, Chrono Trigger and of course, Pokémon.

Anyway my suggestion is, if you think someone did something "wrong" with their roster list, write your own! Its fun and its pretty much why this thread exist.

Well folks, Kart Racers are having a comeback, so I'm gonna be making a lot of rosters for them, starting with everyone's favorite yellow ball, PAC-MAN!

The goal of this game is to be somewhat of a spiritual sequel to Pac-Man World Rally and the Namco content in Mario Kart Arcade GP. As such, Namco guest content is in very high supply, to the point you could probably call it "Namco All-Stars Racing". Pac-Man will still have the most content based around it by a landslide though. Characters abandoned due to legal issues will be included. Generally, the game is free to use any characters from all eras of the franchise. Namco characters from more realistic franchises are portrayed in a similar style to the Mr. Driller games.

• Power Pellet - An obvious choice inspired by World Rally's main gimmick. Using this item turns you into a giant Pac-Man and your opponents blue. You can eat them and smaller track hazards in this state.
• Wing Shoes - A speed-boosting item, comes in single and triple form.
• Basin - Comedy props inspired by their usage in Mario Kart Arcade GP. They bounce off the walls when thrown and cause opponents to spin out when it. Comes in single and triple form.
• Fire Hydrant - A item you can throw out to take up space on the track, and they burst with a splash if hit. Comes in single & triple form.
• Bell - Acts like the super horn, basically.
• Cherry Bomb - A pair of bombs you can throw out.
• Magic Wand - You can shoot out a flurry of magic projectiles for a short time.
• Ghost Sheet - A bedsheet that renders you invisible & invincible for a short time.
• Galaxian Flagship - Homes into the nearest nearest opponent and spins them out.
• Boss Galaga - Steals an item from an opponent.
• Drum - From Taiko no Tatsujin. Reflects projectiles aimed towards you.
• Special Flag - Gives you a massive speed boost, as well as a Basin, Fire Hydrant, Galaxian Flagship, and half of a Cherry Bomb.
