JTB... generally it's safe to grab a Wriggle's if your lane lacks a sustain support (and/or they want to roam). So you won't have to subsist purely on potions and basing all the time b/c that will deny you farm and levels.

Just tried out going cloth armor 4 reds 1 blue against Talon as Zilean and had pretty good success. He was never able to secure a kill on me (not counting my revive) and anytime he tried to pressure me, I could easily take half his hp with my bombs and force him to play defensive.
I also forgot to change my runes so I didn't have my armor yellows on, but the cloth armor alone was good enough to sustain against him until I got my core items.

I rush Wriggle's on Riven more often than not, followed by Brutalizer (or if I'm doing well, I'll just rush a BF Sword and build BT instead of Brutalizer). It gives her a lot of stuff she likes, and it's really gold efficient. Not to mention how much easier it is to get through the laning phase while still being able to function reasonably well during mid-game.
I'd consider Wriggle's on just about anyone who scales with bonus AD actually, just because of the way they tend to function.

Oh my god guys, I just played a game where I intentionally fed 10 kills and then just afk pushed their entire base. My team was raging, but I took the enemy base faster than they could. I also 1v1'd fed Kassadin and Kayle. My team started calling me Trollga 
But then I backdoored their base and won for us...
