I would contest the notion that she's a minor god. She's the Goddess of Light and patron deity of heroes and justice, so she's basically the superhero of the divine pantheon (figuratively speaking, as Pyrrhon is a more literal example of that). If we take into account the cosmology of Ancient Greek mythology, it looks a bit like this:

Each domain is overseen by a different deity: Zeus rules the sky and is the king of the gods, Poseidon commands the sea, Hades lords over the underworld and the earth is the domain of no god in particular (though as the Goddess of the Harvest and the natural world, Demeter may fill that role to a degree). In this case, we can presume that the Kid Icarus universe's cosmology is similar, though the deities of each respective domain would be Palutena (sky), Viridi (earth), Poseidon (sea) and Hades (underworld). This naturally leads to the conclusion that, as the patron deity of the skies and heavens, Palutena is extremely important to the general running of the world and, indeed, is quite the integral part of the divine pantheon. Even the other gods respect her and consider her duties important to maintaining the balance in the world, e.g. Poseidon encouraging her to defeat Medusa and Viridi regarding her as a dangerous threat to her genocidal ambitions. Hades is an abnormality in that sense, as he deliberately attains power by cheating the system, so to speak. Dyntos is also an exception, as we have no idea as to the limits of his power and it's suggested that even the other gods are in awe of his almighty potential.
This doesn't necessarily relate directly to power, though, so let's examine that in a bit more detail. Palutena, as all gods are, is shown to have absolute control over her respective domain: she appears as an almighty spirit before Pit and effortlessly throws a few stray islands at him, commands an army of Centurions that she can revive if they are killed in battle, can command the element of light in various ways (e.g. Heavenly Light, Sacred Goddess Clobberlaser) and possesses remarkable, nigh-omniscient awareness of what is going on in her own domain. She can see anything from anywhere within her domain and communicates with Pit telepathically from the comfort of her own shrine. She can appear in battle at will, effortlessly teleporting between realms as she sees fit, and can even project an avatar of herself to communicate with others if she needs to. She is wise beyond measure, capable of analysing enemies' weaknesses and formulating strategies for battle near-instantaneously, and is said to possess the "All-Seeing Eye of Palutena". She pinpoints the weak spots of every single Aurum battleship instantly when Pit is fighting the extraterrestrial abominations and is even able to break through Arlon's ineffable illusory magic. The only time she isn't able to help Pit, in fact, is when Hades transports him into his belly, wherein he uses his powerful divine abilities to intercept Palutena's telepathic transmissions. Again, though, it's unfair to compare her abilities to those of Hades, whom we have already concluded is an anomaly amongst the divine pantheon.
From what we do know of Palutena, we can appreciate that she is very, very powerful. She is capable of performing the standard divine tasks of granting Pit the Power of Flight and resurrecting him when he dies, yet she is also shown to be capable of maintaining absolute control over her domain and all within it. She also doesn't seem to be a slouch in the combat department, either, as when she does have to fight, she is shown to be quite good at it: even Pit, who makes slaying evil gods something of a job, struggles to fight her, though this may equally be because of emotional restrictions with regards to hurting his beloved Goddess. Nevertheless, we can see her prowess in combat in the anime shorts as well, wherein she aids in defeating an army of rampaging vegetable monsters and turns Medusa into a grotesque creature to punish her for her evil ways. Then there's her Powers, as you say, which are seemingly infinite in stock and come in a wide variety of forms. The only real limit there is how much she can fit into the given grid and how many times she can use these Powers as a result. As with Pit, though, these seem to be used more so for padding out her arsenal than anything else: if her abilities in-game and in the anime shorts is anything to go by, she is more than capable of holding her own in battle, wielding her staff, divine light, telepathy and strategic wits to great effect to seize the day no matter whom she is facing.
