That depends on what you mean by "really close". He may come from the same series, but he isn't really like Fox or Falco.
They have similar moves
Only the specials. Everything else is all Wolf(not counting Final Smash). And even though his specials are similar in form, they have radically different properties, which makes them feel like entirely different moves.

Well, as someone who has used Wolf a lot in SSBB, it is too hard to call him similar to the other two after knowing how he works. Just the fact of Wolf's specials being similar isn't much to go by. I learned that quickly, and I'm sure that's the case with other Wolf users.
I don´t think the voting would be useless, E3 (and Wolf) will be around summer, so they have 2-3 months until the ballot ends. I assume we will get one more DLC after wolf before the ballot ones kick in.
Despite that it's kinda waste cuz he comes anyway. But wayne.

That was actually part of the M***********G leaker's ESRB leak if I'm not mistaken, however he said that part of the leak was a lie, and was made just to catch fake leakers, though that leak was made ages ago, there's still a chance that everyone on that list could be DLC, but for now I'd say Wolf has the best chance.http://i62.tinypic.com/34pdnqx.png Edited the pic. Consider Sakurais' statement two years back about not wanting to cut veterans, Wolf and Lucas were more than likely already partially worked in to the game early in development but were obviously cut do to time constraints/low priority to focus on the newcomers.

Sakurai more than likely saw the Wolf demand if he saw the Lucas demand.

Well it may be fake, but at least its better than just reusing the Smash 3 model all the time. At least it can make a cool profile pic.
Yeah, it also has a few pixels missing in places, and does kind of look like a Brawl mod.

Yea, seeing some of the backing other characters are getting is pretty insane. Krystal is getting better treatment than wolf at this point. With him being such a unique character i want to say to most that don't want him in "Whats the matter? Scared?"
It depends what direction they take with it. If they make it exactly like 643D then yeah but they could make him sound a little more like his other appearances
