Actually, it's pretty easy to get kills without attacking. Jump off the ledge, hang out off the ledge as long as possible, hang back onto it, and then the Alloys will footstool each other when they're coming back at you.

The tier list is basically what is agreed on by the SBR (Smash back room) to be the ranking of how good characters are. The tier list is created with the idea that the people playing with the character are at the absolute peak of possible skill with the character.
