Most people are saying Oboro>Lukas. The tl;dr is that he's way too polarized on defense, and his ACTUALLY abysmal speed and resistance (30 speed isn't abysmal feheroes wiki smh) are too big of a con to make up for it. His defense is so high that it really doesn't matter, and it's really just better to give him Defense +3 instead of Fortress Defense 3 (well you really shouldn't use either of them). Plus Sacred Cowl does nothing since basically any mage not named Henry will still murder him. Unless you're battling bow users. Then I guess it's a sorta ok idea but magic users are way more common than bow users. Obstruct is lol.
So yeah Lukas' entire base kit needs to be overhauled except maybe for his lance, while Oboro has some use without inheritance. Oboro still has the slight edge post-inheritance; giving up some defense and HP for a nice chunk of resistance and a semblance of a speed stat is the better way to go instead of DEEFEENSEEEEEEEEE but you get doubled by everything and die instantly if a child throws a book at you, especially with how different this game is to normal FE games. Donny and Eph both are better than Lukas and Oboro so it doesn't really matter if you have either of those 2
Well, that's the thing, if you give (and don't get his default skills) Lukas Bonfire, Atk +3 or Def +3, and Quick Riposte, he's going to be stupidly tanky and hard-hitting. An attack boon or defense boon would make him stronger as well. If you need a unit to just sit there in front of swords and lances, then he's probably the unit to do so. Having him get doubled might actually work in his favor to charge up Bonfire or maybe Ignis is better in this case. The others can do the same, but they're better off doing their own thing. Lukas's default skills reminds me of M!Corrin and Hana's passive skills and weapon in Hana's case. Kind of useless or very situational for who they are. For one, I haven't even bothered getting any of Hana's skills other than Life & Death 1 and Steel Sword since she was a 1*.
Oboro at this point to me is the jack of all trades compared to the other units. Donnel is the Brave Lance guy, Ephraim is a thug, Lukas is a wall, and Sharena is the speedster. They all trade something to lean towards a niche which is overall, a better thing than Oboro who can take up all, but Sharena's niches at the cost of not excelling in them. She's flexible, but the others are better as specialists. That said, as she's not a specialist, it can be harder to exploit her except for magic. All of them are pretty weak to magic except for Donnel and Sharena since they're fast enough to avoid doubling, but will probably get nuked by any mage, especially if they're running a -blade tome. Flipside is when the eventual resistance tank lance infantry comes, then they're getting nuked by physical units. Yay!
Also, at least Oboro isn't Beruka. Lukas got me mad after planning a build for Oboro and seeing how awesome she would be, so I checked Beruka vs. Michalis to vent:

TL;DR: There is kind of no point to use her with a Killer Axe, Bonfire, and Quick Riposte build when Michalis is as tanky, but hits much harder and has Hauteclare, a 16 MT Killer Axe+. Minerva does Beruka's job better. Both do her job better if you downgrade them to a Killer Axe+. Cherche can compete against the Macedon siblings despite having lower defense because of her ludicrous attack, but she's still limited to a Killer Axe+. Beruka and Cherche do better with Silver Axes at the cost of having Bonfire activating later.
I don't know about Hawkeye that much, but you might want to try out Bunny Chrom for that purpose. He should be able to go against multiple blues in a match and win.
Hawkeye is slow. He hits hard, especially with Death Blow. Because of his low speed and his default skill being an AOE, he probably better off with either Iceberg or Glacies so that if and when it's ready, he can utterly destroy someone. A very stupid and expensive build for him is to give him Distant Counter, Iceberg/Glacies, and Quick Riposte and have him be a mage counter. He'll likely get doubled by mages, take little to no damage, especially if they're blues, and murder them. That said, if a mage is strong enough or is a red mage, the fact he is getting doubled will probably means he'll die while another axe unit might not because they're fast enough to avoid getting finished.
It's probably better to use someone like Anna, Barst, Bunny Chrom, Raven, or anyone with high attack and Brave Axe or is fast like Anna to decimate blue mages even if their resistance isn't that good.
Edit: Now that I think of it, Hawkeye might be the most underwhelming 5* unit I have. Welp, let's see if -Atk, +Spd Jaffar tops that. He won't; he's fast and at least can do stupid chip damage with a built-in Poison Strike 2.
