Sakurai's rule of thumb for mages:
- All mages must be slow on foot even if it wasn't canonically proven yet
- All mages must be hard to use
- All mages must have a gimmick of the sorts
- All mages must never reach top tier

I think PK Thunder is pretty good too when you learn all the tricks you can do with it
