When the time comes of 12 tonight I'll lock the poll and the winner will be determined if it is ahead by a large margin. If it's like now where the top four choices are really close together, then I will eliminate the last three choices and do a recount, with everyone being 1-4 involving only the current four. So by 4/6 majority, no ubers will be allowed. If I RNG anything on the "uber" list, I shall redo it until I do not get an uber.

Since Arceus is uber, it will also be cast out in the same manner.

By a vote of 4/6, Species Clause will NOT be on. Getting the same non-uber pokemon number by the RNG will not cause me to redo the RNG.

Since the average of all the suggestions are 25.0833333333333333333......., we will use a pool of 25 pokemon to choose from after they have been RNG'd.
