Okay, so here's a little history lession...

Shortly after I decided to post for the first time (despite being registered for years, already), FTS IMed me. He was trying to get more Utahns into the Smash scene that he has very recently started, and notice that I had my location set to "Salt Lake City, Utah". So we talked, and I mentioned Anime Banzai, so we decided to meet there. Well, Rafa-Son and I meet FTS, Gojira, and lengeta at Anime Banzai 2005 for the first time. Soon after, I went to the second tournament that FTS hosted (I missed the first, as I had stumbled upon the tournament thread the evening that the tournament took place), and meet players such as Mash.
But we didn't really have any sort of organized "find dedicated Smash players" campaign or anything. We were just lucky that the majority of us were already dedicated enough to stick to it. So as time passed; some would leave; some would show up just once; but, once in a while, some would stay. I remember a certain Jigglypuff player by the name of RagingAsian once came, and actually stayed, and is now one of Utah's best Melee players. As for some extra effort that we (or at least for me, anyway) did, we would tell people we associate with (they don't have to be close associates) that we think would be interest of the Smash tournaments. For me, I would tell my school friends, their brothers, the people in my school gaming club, and people that I played cards games with about it. Eventually, you'll get lucky and find one that's obsessed with it (in my case, C!Z is a great example).

Well, as you can see, the bigger the population, the better the potential of finding someone interested. What you can possibly try to do now, is find a game store that's willing to host Smash tournaments, and use that as the gateway to finding players (Brawl is relatively new, so a store tournament will definitely attract some people). With some effort and a lot of luck, you'll get a community started no time.
