So what do you guys think the chances are for an SNK character being among the remaining four DLC?

I wouldn't count on it. If there were to be anither fighting game rep, Heihachi would take priority, assuming Sakurai could actually make him work somehow despite issues he had before, but if that's not the case, then I still doubt it would go to an SNK rep since there's other more popular fighting games out there like Soul Caliber, or (don't roast me if I'm wrong on this) Mortal Kombat.

Believe it or not, SNK's KoF was the major rival to Capcom's Street Fighter and was a giant in the Arcade scene in the 80s and 90s in North America but still lives in Japan today. I wouldn't count them out since they are also big in countries and regions like China and Latin America.

Extremely weird nitpick, but the animation frame rate in Joker's final smash really bugs me. Why is it at lower than 30fps?

It really should've been 60 to smooth it all out. It looks so jarring.

Is it lower than 30? I thought it ran at 30 and the rest of the game ran at 60.

Pretty sure I already mentioned this but Joker's final smash seems to use footage recorded from Persona 5, which was also 30fps iirc.
