Since it's very likely that Persona 5 S is going to be a spinoff of some sort, given the teaser the Persona 5 S website mentioned. "We will show you a new Phantom Thieves that will turn the world’s cognition on its head. We are energized by voices that seek satisfaction" This is clearly not a Switch port.

The best time to announce such a port would probably be around E3. There could be a dedicated section toward Switch ports and Persona 5 Switch can be dropped there. If Atlus wants to market Persona 5 separate from a Nintendo direct, it's very likely that it would be for a separate project.
