It's not
Z focused too hard on the seriousness but I mean, if you look at Dragon Ball (the first one) and Super both have lots of funny moments imo. Super's power creep is so absurd that I can't take anyone seriously if they have honest to god debates about it too much. It's more of an amusement ride than something like a serious show

Akira Toriyama has his roots in Gag Manga, and it shows.

It's pretty much 50-50.

It can try to be serious at times, but a lot of the run is wacky or light-hearted.
