atlus USA reusing voice actors isn't too uncommon - laura bailey was both 3's female protagonist and rise, matt mercer voiced kanji after 4 golden and then went on to do yusuke, and of course you have johnny yong bosch voicing both 4's protagonist and adachi in the best localisation decision ever

i don't know if there's a precedent for atlus japan doing it though

Nope. Persona 3 also added a female protagonist in its remake and she got original romance routes involving male party members.

Though a couple of options left unchanged, so she's bi.

Dating sim? Well if you choose to go romantic. Otherwise, social sim is more accurate.
Gay? No. Not unless they make one or more of the females bi or introduce new ones.

Fortunately, bi route in P3 was Aegis, who widely considered to be one of the best written characters in Persona and arguably the best romantic interest.

Memes aside, if Undertale is chosen for DLC then I imagine Sakurai and Nintendo would opt for Frisk instead of Sans.
