Memeing is like bullying. It’s only funny to the person who tells is and people like them and is meant to get a rise/reaction out of people who don’t understand (coincidentally, people the memers typically don’t like)

If anything, a meme is more like an inside joke between friends. You may not get it, and that might make you resentful because you say "I don't get it," and people go "of course you don't get it," which can hurt. That being said, they aren't "meant to get a rise/reaction out of people" so much as they're meant to be funny. Of course, memes can be used to hurt people (such as extremist's use of memes), but that clearly isn't the case here.
