Toon Link is actually supposed to be a living Link bobble head. That's why he's so disproportional. But his head doesn't bobble so yeah...off to fight instead.
That and Sakurai and Miyamoto love to bend science to their will

It's because he's actually done in the Japanese anime style where everyone's head is two-three times the size of their hand. However, the hand almost always stays within accurate proportion to the body so the head is forced to become huge.

It's also so the artists can manipulate a character's expression purely by changing the size of the eye.

@Viet: Update the OP with the taiyaki offer as well. Everyone could use a good taiyaki with their confession. Only an extra 100 yen ^_^

TL's head is big to represent an anime type stylish game. Which was pretty clever, his big eyes gave him more emotion than any other Links. The WindWaker cutscenes show that..

Sometimes however, when I try to choose my taunt, I fail and get one randomly although I usually get the one where he picks up the pork pig. What is the proper timing for this?

Loading screens before matches is a good time to do it.
