I feel like to properly translate a city into a Sonic level, the architecture needs to be inherently hostile. You can't just take a regular, walkable town with sensible roads and make it into City Escape.

There need to be roads that are steep beyond reason, buildings with completely clashing styles propped against each other, roads that start and end without any sign, pavements full of hazards and obstacles, cars trying to kill you, also a lot of hills and large bodies of water to add the necessary verticality and instant KO zones.

So, obviously, Istanbul.
Looked at some pictures and I think this works. It has all of what you’re saying and also doesn’t look significantly like the previous city levels in the series

Ya know I wasn't too big on the Orange Islands, but as I'm getting near the end of that era of the anime it is growing on me a bit.

I just finished Charizard Chills and it's kind of funny how Charizard nearly died from like...just a regular pokemon battle. And yeah it's meant to be a cute homage to when Ash first met Charmander and how its flame almost went out, and it feels implied that the flame being weak has more to do with Charizard's spirit then with the actual temperature but still like...

The tone of the Orange Islands just feels so jarring sometimes.

When Avi Arad isn't trying to cause Studio Interference, the movies turn out pretty great (First two Sam Raimi Spider-Man movies and the Spider-Verse franchise for example). I believe the idea is that Nintendo would stop Avi Arad from interfering with the Legend of Zelda movie, so it turns out to be pretty solid.
Tbf he did meddle a bit with Across, it was his suggestion to make Spot the main villain which was great, but beyond that Avi Arad is a smelly doodoo head who's name brings naught but dread
