If I had to guess

It's an incredibly small team of people who aren't actually testing the ROMs, they're just throwing together an emulator and as long as it boots, ship it.

Honest to goodness it wouldn't surprise me if the framecaps were emulator features accidentally turned on for PM's configuration and they just forgot to remove them, lol.

I wouldn't expect the fog to be fixed in OoT

If I remember correctly, fog on the N64 was done on a hardware level, and Nintendo's current emulator is not emulating hardware functions like, at all (this is why we're having issues in games like Mario Kart and Winback).

AFAIK, no games on the service have their fog.

I mean no matter what they do DK64 will be impossibke to 100% since some minigames rely on N64 hardware quirks that can't be replicated via emulation.
