They rate arcade games considering Mortal Kombat is a factor in what caused them to exist.

But what they say are just suggestions, not the law, so nobody has to follow them. If they didn't form, then the government would've stepped in and thus laws would be enacted.

Ok. I finally found Hat in Time levels i genuinely like. Battle of the Birds Act 4 and Subcon Forrest Act 2 are nothing but fast paced kinetic platforming and I like it!
