I believe the production of a movie proves otherwise...

Fox just isn't very good at marketing.

1. They didn't air the original pilot
2. They skipped weeks and put it up against other already established shows
3. They aired most of the episodes out of their intended order.

It was set-up to fail. High DVD sales and cult status got the movie made
